Court Recordings Exposed in Qilin Ransomware Attack on Victoria’s Court System

Australia’s Court Services Victoria (CSV), the independent statutory authority managing the state’s court systems, has confirmed a Qilin ransomware attack that exposed sensitive video recordings of court hearings. 

In a statement published today, CSV revealed the cyber incident, detected on December 21, 2023, disrupted operations and granted unauthorized access to its audio-visual archive.

Cybersecurity Breach Prompts Investigation and Notification of Affected Parties

Further investigation confirmed the initial breach occurred on December 8th, 2023, with potentially compromised recordings dating back to November 1st, 2023. 

The affected system was promptly isolated and disabled to contain the attack, and a comprehensive investigation is currently underway to determine the full extent of the breach and identify impacted individuals.

Impact and Mitigation Efforts

“The cyber incident led to unauthorized access leading to the disruption of the audio-visual in-court technology network, impacting video recordings, audio recordings and transcription services,” the CSV statement acknowledged. 

While the nature of the exposed information remains undisclosed, the possibility of sensitive details, including witness testimonies and personal data, being compromised raises significant concerns.

In response to the breach, CSV is actively notifying affected parties, including judges, legal teams, and individuals involved in the impacted hearings. 

They are also collaborating with authorities including the Victoria Police, Victorian Department of Government Services, and Australia’s National Identity and Cyber Support Community Service (IDCARE).

The security incident at Court Services Victoria affected specific hearings across several courts and jurisdictions:

  • Supreme Court:
      • Appeals Court, Criminal Division, and Practice Court hearings between December 1-21, 2023.
      • Two additional regional hearings in November 2023.
  • County Court:
      • All criminal and civil court hearings from November 1-December 21, 2023.
  • Magistrates’ Court:
      • A limited number of committal hearings between November 1-December 21, 2023.
  • Children’s Court:
      • A single hearing in October 2023.
  • Coroners Court:
    • All hearings conducted between November 1-December 21, 2023.
